CRF Wallonie: Reimagining Public Sector HR with AI

CRF Wallonie is the training and support arm of the Walloon public administration. They are on a mission to modernise the way career development, training, and evaluation are handled across its departments. With public service careers becoming more dynamic and digital expectations rising, CRF needed to adapt fast and without overwhelming its teams or sacrificing the transparency, fairness, and rigour that define the sector.

Business Challenge

Transforming a government HR ecosystem comes with unique constraints:

  • Accessibility and Comprehensibility: Agents struggled to find relevant information about career paths, promotions, and training opportunities.
  • Fragmented Systems: Important decisions, like classification and training alignment, were tied to evolving data models (e.g., new echelons), making system-wide consistency difficult.
  • Prioritisation Dilemmas: Training plans were often built intuitively or reactively, lacking structured ways to weigh budget, regulation, or employee goals.
  • Scattered Processes: Job descriptions, evaluations, and job offers were created in silos, without a way to link objectives, skills, and activities cohesively.

Wonka’s Solution

Wonka worked closely with CRF Wallonie to plan four major AI-driven interventions, all tailored for sustainability, privacy, and usability.

1. Focus Carrière Chatbot

An intuitive conversational assistant that helps public agents:

  • Explore training aligned with their roles and aspirations.
  • Understand promotion pathways and career progression.
  • Transition smoothly from the old to the new classification system.

💡 Special attention was given to progressive data integration and fallback mechanisms for legacy systems.

2. AI-Powered Training Plan Builder

Two distinct approaches were studied to assist HR managers in building training strategies:

  • Generative AI Assistant: For intuitive planning based on high-level priorities and contextual examples.
  • Multi-Criteria Decision Framework: A deterministic model allowing rule-based prioritisation using structured input (e.g., compliance, past evaluations, budgetary constraints).

3. Scillus AI Modules for Recruitment & HR Content

Within the Scillus platform, Wonka scoped AI tools that:

  • Generate STAR interview questions and realistic job scenarios.
  • Produce modular job postings that adapt tone and length per channel.
  • Draft job descriptions that dynamically link activities to organisational goals.

4. Employee Evaluation Tool

While still in the exploratory phase, Wonka laid the groundwork for a performance evaluation system that is:

  • Context-aware (integrates structured and user-provided data),
  • Modular (can plug into existing tools or live as a stand-alone app),
  • Transparent (with customisable feedback loops and documentation outputs).

Expected Results

  • Improved Career Navigation: Agents understand and manage their development path easily.
  • More Objective Training Planning: HR departments move from intuition to data-informed decision-making.
  • Faster, Smarter HR Content: AI support significantly cut time-to-draft for recruitment and evaluation tasks.
  • Cultural Shift Towards AI: Staff engagement with AI tools encourages a more open, experimentation-ready mindset.
